Stop trying to boot this drive. Mount it as a secondary in a working system - then see what you can still read. Then replace the drive and re-install windows.' ) Official Dell Forum possible solution (?) Seagate and Maxtor hard drives have an excellent free cloning utility (based on Arconis TrueImage available). Any 3.5", 7200rpm SATA hard drive will be fine to replace the hard drive. Dell's instructions for reinstalling XP are here.
